ACTING COMMISSIONER SUBMITS 
SHORT-TERM ACCOMPLISHMENTS


Acting Director Tuiteleleapaga Peseta F. Ioane, leads 
the DPS parade during Flag Day 2001.


During the month of May, Acting Commissioner Tuiteleleapaga submitted to the Office of the Governor a list of his short-term accomplishments since being appointed to the position.  Below is the letter in it's entirety.

Subject:  Short-Term Accomplishments at DPS

As requested by the Governor, I am listing the following accomplishments achieved during the period from March 23-May 21, 2001 while I served as Acting Commissioner for the Department of Public Safety:

  • I returned all of the two-way radios to the patrol officers to be used in the field ensuring continuous communication between them and the dispatcher.  Angered by impolite language directed at him by some officers, the former commissioner ordered that all of the hand held two way radios be turned in to his office leaving the officers without communication and at risk.  My returning the radios was out of concern for the safety of the officers in the event that they need additional back up.  The other reason is that the dispatcher can directly communicate with the officers in case they are needed.

  • Authorized senior ranking police officers to teach the airport security about our laws relevant to the performance of their duties and the issuing of citations.  At the end of the two week training program, I deputized the ten security officers at the airport giving them the legal authority to issue citations.

  • Honored and recognized the outstanding performance by three police officers in their prompt resolution of the Fa'asao-Marist High School burglary.  A letter of gratitude and plaques were provided by the Most Reverend Bishop John Quinn Weitzel thanking the officers for their work.

  • Established a public outstanding work performance program for DPS employees.  The program is intended to boost morale and the pride of the DPS employees by presenting a monthly award to recognized their positive efforts.

  • Reactivated the motorcycle squad to off set the shortage of police vehicles and to increase patrolling and traffic control efforts by the department.

  • Took the lead in reviving territorial support for the National Boating Safety Week.  I requested and the Governor issued a Proclamation for territorial observation of the National Boating Safety Week.  The purpose of our efforts is to increase public awareness for boating safety so that both the fishermen and recreation boaters comply with territorial boating laws thereby reducing boating accidents and the loss of life.

I am thankful for the support and confidence that I've gotten from all of the DPS sworn and civilian personnel.  Without there support, the many accomplishments listed above would not have been possible.

Finally, I sincerely want to thank the Governor for giving me the opportunity to use my expertise, talents, and experience in the area of public safety and to serve the people of Tutuila and Manu'a.  I ask for the good Lord's help as we continue to serve the public.  God Bless American Samoa.
